Williams was a limited release only available to those who attend the Volks Kobe Bay Cruise 2009. Attendance to the Cruise was decided on by lottery entry; each lottery entry allowed two people to attend, and allowed one Williams to be bought.
The Cruise was be held on October 3rd, where a display model of Williams was veiwable, but he was not delivered until the end of October.
Those who purchased Williams also had the option of purchasing the Captain's Sword and Option SD17 Hand set for 6,500yen, and the special 'Captain Cecile Blind Eye' (a single Zoukeimura glass eye with blind pupil) for 5,000yen. These items were not guaranteed to every applicant, and were sold via lottery.
Williams also came with a musket pistol and an extra 'pistol' right hand as a part of his default set. The pistol is cast from resin just like SD, and is fully customizable. Example pictures of the pistol & hand and a customized pistol were introduced on the Doll Design Dept blog prior to the Cruise.
As SD17 Williams is intended to be a matured version of SD13 Williams, they do not have the same headmold. SD17 Williams' headmold was newly sculpted to show that he had grown up, as well as being designed to fit better on the SD17 neck.
In addition, the SD17 body that came with SD17 Williams is an upgraded version of the original SD17 body. The design of the knees has been improved upon in line with the SD Graffiti boy knees, and the awkwardness of the original knee posing has been greatly improved.
Williams is a part of the 'Oath of the Silver Coin' story arc, along with Captain Cecile/Cecile the Scarface, Reisner/Reisner the Scarface, Lady Sylvie and Cyndy. He is an older version of SD13 Williams.
