Williams is a part of the 'Oath of the Silver Coin' story arc, along with Captain Cecile/Cecile the Scarface, Lady Sylvie, Cyndy and Reisner/Reisner the Scarface.
Williams was first sighted in a display of dolls at the Kobe Cruise (featuring Cecile the Scarface) on October 22nd, 2006. However his back was turned away so that his face was not visible, and only his long red hair and some of his outfit could be seen.
